Job Description
The team is responsible for all L&E assets in TfL and has also recently taken responsibility for the Crossrail assets.
You will manage and orchestrate all the commercial stakeholder parties to develop and maintain commercial control of such programmes and projects. You will be responsible for the management of all procurement activities including supply-chain analysis, development and implementation of sourcing and procurement strategies, prequalification, tender and negotiation of contracts and contact award recommendations using procurement processes and systems.
In this role you will oversee the delivery of commercial activities, processes and systems within the Capital Programmes Directorate, and its programme and project areas.
TfL is looking to recruit a Commercial Manager to work in the Lifts and Escalators (L&E) Programme. The role will initially be responsible for the management of a contract overseeing the replacement of a workbank of escalators. This contract runs until the end of 2023 and as part of the L&E team you will assist our Sourcing team in developing the long-term strategy for the future delivery of the portfolio.
Responsibilities:
- Management of construction, engineering, supply and service contracts
- Chair of performance meetings with suppliers, communicates performance data and agrees improvement plans. Able to differentiate between issues that can be managed locally and those that need to be elevated for either information, or resolution and action
- Management of estimating and cost planning using construction and engineering industry market economics and understanding their impact on cost and price
- Management of claims, mitigation and advising on defence of claims, including analysis of the various parties’ positions
- Identifies and assesses potential risks to commercial agreements and supplier performance
- Formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives
- Plan, deliver and manage all procurement activities to deliver contracts and frameworks for works, goods and services contracts
- Managing the commercial activities and their inter relation on major work-streams, projects and programmes to deliver commercial control
- Preparation of detailed analysis of variances and explanations, and understanding of concept of, and ability to calculate earned value
