5G telecoms supply chain diversification is one of the most high profile policy areas within DCMS, with close political, parliamentary and media interest that sits at the heart of the government’s productivity, security and international policy ambitions.

You’ll be working in the policy team delivering the UK’s 5G Supply Chain Diversification Strategy , backed by a £250 million government investment, which sets out a plan to reduce the UK’s reliance on a small number of telecoms equipment suppliers.

This policy area sits at the intersection of a number of high profile wider government priorities : investing in emerging technologies, levelling up digital infrastructure, addressing market failures, national security, and the UK’s place in a shifting geopolitical landscape. As such there is significant ministerial interest in this area, and the opportunity to develop highly impactful policy .

We are recruiting for three band B roles ;

  • UK Capability Policy Advisor
  • Supply Chain Assurance Policy Advisor
  • International Policy Advisor

All roles require leadership of discrete projects and contributing to making our team a great place to work , in line with DCMS values.

Job Description

Person specification

The ideal candidate would have the following key skills and experience:

Essential requirements:

  • Policy making experience, including evidence of seeing a policy through from initiation through to implementation.
  • Ability to operate in a fast-paced and ambiguous environment with the ability to work with incomplete information, national security judgements and technical information to provide advice to seniors and Ministers.
  • Relationship building skills, including with seniors and experts. Experience of influencing and negotiating with others.
  • Excellent oral and written communication skills
  • Track record of working with autonomy

Desirable skills:

  • Related expertise: the ambition, profile and pace of these roles requires the candidates to preferably come to them with a solid foundation in related policy areas.
  • An understanding or interest in broader emerging technology and its geopolitical implications.
  • Developed Vetting (DV) clearance or the willingness to undergo DV clearance.
  • International policy adviser role only: An understanding or experience of international/diplomatic engagement.

Interview

The interview process will assess Behaviours and Strengths and include a presentation which will assess Technical skills.

The behaviours to be tested at interview are:

You will not be made aware of the strengths being assessed prior to your interview.

As part of your interview, you may be asked to deliver a short oral presentation. Full details of this, including the topic, and whether or not you will need to use visual aids, will be sent to you prior to your interview.

In most cases interviews will take place remotely via Google Meet video call. However please refer to the Candidate Information Pack to confirm the interview approach.

A reserve list may be held for a period of 6 months from which further appointments can be made.

New entrants are expected to join on the minimum of the pay band.

Applicants who are successful at interview will be, as part of pre-employment screening, subject to a check on the Internal Fraud Database (IFD). This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had their employment continued. If you choose to join on a loan basis, prior agreement to be released on loan must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.

Please note you will be required to undergo SC as a minimum if you are successful for this post. Depending on location and roles offered to the successful candidates, you may be also required to undertake DV at a later date, therefore it would be advantageous if you held DV, but it’s not a requirement to apply for this vacancy.

Location

This role can be based in London, Manchester, Darlington or Belfast. The hub locations are displayed on the job advert. Not all hub locations have confirmed office space yet – successful applicants will be expected to work remotely until this becomes available.
